use of grip tape

I have seen rubber grip tape on rifles in the past. Is this an acceptable practice on heavy and hunter guns?The type of material I am talking about comes standard on the anchutz msr. It looks like a good idea but does this classify as an attachment under the rules?

I would allow it in our club matches. Rule is a little mirky on attachements. Stricter on Hunter than Standard. Guessing grip tape would be allowed most perhaps not all matches. Tape changes nothing no reason to make an issue over it.
