Rule 3.1.3(b) specifically allows the relining of barrels, including to a larger caliber. I am reasonably certain that the interpretation given to this was that rechambering to a smaller caliber is not permitted. I believe that the rule was written this way because of original rifles that were rebored from worn out 30-30 Win to 32 Win Special.

The way the rule is written does not help in any number of situations.

I would strongly recommend getting something in writing before proceeding with your project.

I would think that the silhouette department would be gun shy to make a ruling on anything right now after what happen at the Nationals. I believe the end result of the controversy was that the rules committe has the final say on what's legal and what's not legal not the silhouette chairperson.

The silhouette committee evidently gave in to the chairman last year. I hope they have the collective will this year to tell him that he is there to convene the meeting and break tie votes...and then tell him to go sit in the corner and not to speak until spoken to. The sport will be better off without his "guidance". Frankly, I hope he gets the message and leaves.

That said, now is not a good time to buy sights. Today I spoke with some members of our club who had been to nationals. Their impression is that there are changes coming and no one knows exactly what they will be.

The one thing I have noticed is that the NRA was taken aback when the Arizona State Match put out a welcome notice to shooters who had fiber optic sights. I hope that sent the message to the chairman that unpopular rules will not be enforced. If the NRA decides to pull the sanction of such a match, just hold it anyway.

Same thing happened in CA at our state Championships Rick. The only snag is that Greg disallowed some team National records because he knew of one person on a team that had used fiber optic sight (he had been issued an NRA medical dispensation card so he could use the sight). My feeling is that the fiber optic sights are going to be allowed next year.
