Steve, and everybody else.
I really think the whole thing started as somebody having problems with reaching the mag. release in his RT/S stock, which it was due to the action not set deep enought in the stock, don't know who did the work, and really is inmaterial, his problem was solved by installing a 54 mag release lever which sticks way out below the stock.
Jason, if you look at the bolt release lever, the stock should have been notch out some, even though some can be set where the release lever is flush with the stock, but it could make it difficult to reach the Mag. release. and you are correct, if you inlet it to deep it will not clear the centerline of the bore, and will not pass the NRA jig test.
All the first generation R/T stocks the top of the cheek piece was 3/8" lower than the new generation RT/S and R/T with the higher cheek piece.
You really have to be carefull in how deep this stocks are inletted, too shallow and you have problem reaching the std. mag. release, too deep and it won't pass the NRA jig.
On all smallbore actions that I build, there never has been a need to notch the stock for the ejection port, they are all above the normal stock line, as your picture shows, now on the Hall action, it can be observed that it is actually flush with the stock line. Now High Power actions AKA Rem. 700, the stock will have to be cut out to make it fit flush with the ejection port, not a nessecity but just for looks.

From where I am sitting if that action was mounted any lower it would look like crap since the rear tang would be recessed down into the stock. It looks perfect to me. And like has already been stated, if it were mounted lower then it would not be NRA legal since the centerline of the bore would be below the cheek rest. Of course I guess you could cut the cheek rest off so that you could mount it lower. :-??

Actually it is in the center of the action, but not in a horizontal plane in relationship with the bolt lugs race or the top of the stock. It is actually kind of hard to describe in words.
