On the up side you can always say you hit more than you miss ;)
I noticed looking through my books since starting 2 years ago that I would hit a spot like you where I seemed to peak out at a score consistently. When I would notice I was not improving I would start to look for the little things I could do better to improve my scores. IE Natural point of aim, adjusting the feet, upgrading from a CZ Sil to a Pharr 1712 didn't hurt either
As I did this and worked on little things it all starts coming together and you will start cracking higher scores. Next thing you know you will be shooting 24, 24, 24, 24 then you work on refining more and practicing and you jump to 26-27 and before you know it your shooting 30+ and knocking on Masters door.
So I say look to improve the little things and your score should improve along with practice.

Re: 21 21 21 21 21
Pdog, are you guys shooting 60 shot matches down there? We shoot 40 shot matches at two of our ranges, and 60 shot matches at a third. I really like the 60 shot matches, but my back usually gets a little sore and twitchy toward the end of those longer matches.
Get this, for the past four matches I have shot 1 shot less than a AA score in Standard rifle. I have not shot a single AA score in Standard rifle yet. I have moved into AA in the Hunter class already. Funny thing is... I shoot the same gun in both classes.
How do you shoot three consecutive AA scores in Hunter class, and not a single score in AA Standard class... all with the same rifle? Talk about sand-bagging.
