I was at the local "Super" Wal-Mart and noticed they had a Rem 700 chambered in 30-06, black synthetic stock and some kind of scope for $417. Are these rifles from wally world the same rifles we can get from the local gun shop or are they made cheaper so they can be sold for less like these big corporations do?
I shoot a savage model 11 but I can't get a variable scope on it and stay in the hunter weight. I would like to try building a Rem 700 and I'm not sure if this is a good place to start.

They're the same, but I would start with a short action like a 7mm-08 instead of a long action like a 30-06 if available.

Yeah I built up a hunter gun this way for my dad. It was a package 700 in .243 that I had Loren Peter re-barell with a Lilja 26 in pipe and chambered in the 260 bobcat. For $1000 all in for the work and the rifle it shoots nearly as well as my Defiance custom rifle.
I think Wally World just gets a deal from Rem and whomever by buying a whole heck of a lot of these rifles. If you're looking to get into the game find a short action one like I did and you're off an running for a lot less cash.
Cheers.

Go with the short action for sure. Check around at some pawn shops for a cheap donor action. Or get the good deal and sell the barrel and stock (if you are restocking) and recoup some $$ that is what I did. New .243 ADL turned 6.5x47. I think I got $150 for the barrel and stock so the action only cost me $250.
