These are used, but they are in nearly new condition. I purchased a rifle and the gentleman supplied the dies and the ammo he had reloaded. He had only loaded 200 rounds, and had only shot 17 of them. (The unfired ammo is new so I know he was on the straight and narrow) So I imagine that these dies have only full length sized 200 rounds of new brass.
