Hopefully, this is someone at the base level taking a wild hair and not an Army or military wide policy change. Private firearms were not allowed in barracks in the 1970's, but personal weapons off-base were a private matter.

Hope the Army got this straight.

The memorandum was written by an O-3 Captain directed to their immediate company. Not the Army. What I read between the lines is that this Captain has a particular soldier in their command that they are trying to get to for whatever reason. I don't know why, but their own personal reason none the less. Maybe at the last qualifying day this soldier took his M9 and tried to shoot it sideways like we see the idiots on TV do, and feels that this soldier needs more training. I don't know. It could be lots of reasons, but I don't see it as an Army wide thing.

Any reckless handling of a firearm would have earned immediate counseling "in the old corps" and remedial training. At the Armory. With cleaning kit and a few hundred M-14's. Not a memo.
