Barrel free float?

Hi,
I recently had a rifle (Anschutz 1700 FWT) put together and have been doing some practicing at the range. I inspected the barrel free float and it stops about 3 inches from the action. The action is bedded.
My factory 1712 is free floated completely up to the action.
I use SK ammo and with the 1712 I can switch from Standard Plus to Match with no scope setting changes. With my new gun the Match ammo is shooting 2 inches lower at Rams. I know this could be just a difference in the way each barrel shoots. However on Turkeys I don't need to change the scope setting between the SK Standard Plus or the SK Match for either barrel.
The FWT has about 300 rounds through it. The 1712 at least 5000, probably more.
BTW I shot my first Master score a few weeks ago with .................... the 1712!!!
