Ruger 10/22-USST : hunter or standard?

A friend who is interested in our local sil matches wants to purchase a Ruger 10/22-USST variant. (US Shooting Team)

Does this model 10/22 qualify as a hunter class, or would its laminated thumbhole stock with short fore-end relegate it to the Standard class?

Per Ruger, the 10/22-USST weighs 6.25# without scope/rings, has a 20" stainless floated barrel, a target trigger, 10rd rotary magazine.

Because of the thumbhole stock and straight .920 OD barrel the riifle could only be used for the standard class. I know it may be under the 8-1/2lb limit for hunter but the stock and barrel put it in standard.
