Jason you are spot on, there is no advantage to high velocity in conventional small bore silhouette. You need all the accucary you can get and don't need more power. Only reason to use it is the larger CLA ram. Even there most people are better off using match ammo and working on more hits.
30 WCF my Pistol Caliber main rifle is a new Marlin 32/20. Been working on an original Marlin 1894 24 inch 38/40 though. Not going to risk something new in Pennsylvania but get that 38/40 right with black powder will shoot it in the Virginia State match last of October.
Thing I am looking for is 15 shots no wiping, quick wipe with a damp patch before it goes to the rack after a relay. Duplex loads seem to be the key. Little 4759 under the black.
