How do you suppose so many illegal rifles would pass tech. inspection if that were the case?

Rule 3.1.e permits attachments on standard rifles that do not extend past the end of the barrel. Rule 3.2.1(d) explicitly prohibits tuners and barrel weights in smallbore hunter class. Sorry to get legalistic, but it's easier to just quote the source and get it over with.

If there were smallbore rifles at the Nationals with barrel tuners, they were standard class.
