Newbee, looking to rebarrel my rem 700 22 250 to 260 rem
would like to start shooting Large bore
what taper should I order
should I have Pac nor do the complete gun

If you want to use the rifle for Hunter Class, go with a 24" barrel length and a muzzle diameter of 0.600" or 0.650", depending on the weight of the stock, scope mounts, scope, etc. If you want to build a Standard Class rifle, go with 24" length and 0.700" or 0.750" muzzle diameter, again, depending on the weight of everything else.
I started using Pac-Nor barrels a while back and Chris Dichter, the owner, is great to work with in helping you select a countour that will fit you needs. I sent a Winchester model 70 action to Pac Nor a while back, asking them to install a barrel I ordered from them and they chambered and crowned the barrel, lapped the locking lugs and trued the receiver face as part of the barrel installation cost.
I recommend a 3-groove, 1 in 8" rate of twist barrel. Their polygonal rifling also produces excellent precision, but requires maximum loads to achieve potential - good choice if you want a barrel for a hunting or long-range rifle where maximum velocity loads will be used.
To date I am using 4 of their barrels and have ZERO complaints.
