Time on targets falling off rail?

Match shot Sunday and a guy hits a ram and slightly turns it. 10 seconds later it goes over. Does it count? He didn't take it because he knew the wind blew it over with 2 others, but brought up the question if it happened on a calm day.

I think the answer is in what you wrote of the account.
10 seconds later it goes over (along with two others) - clearly, it can not have been as a result of the hit.
He didn't take it ---- an honest participant who would have been deceiving himself and his fellow athletes had he taken it as a hit.
If it happened on a calm day - even more unlikely to topple after 10 seconds.

Not sure what the rules are on this if any.
IMO,if it falls over before your next shot or ceasefire time.It could be counted.
If wind is a factor blowing other targets down,ahh maybe.Let the spotter scorekeeper be the judge.Ive had the spotter say NO.
He didn’t see any hit.
Let you conscience be your guide.
