Is the 15 second ready time before the fire command standard or is it different in some areas?

It's standard for smallbore and high power. For cowboy and black powder the time increment is longer to facilitate the more difficult reloading.

Hunter Pistol, CLA have 30 second ready period and 2 minutes to fire.
Smallbore/HP have 15 second ready and 2minutes 30 seconds to fire.
