Used to happen often when I shot a .22 Hornet. I used a tap set and carefully engaged the inside of the case, then uses a cleaning rod to push it out. Might be a tricky engagement process with a lever gun.

Funny I used to have the same problem with a .22 hornet T/C. I kept a tap in my box. What actually worked best for me was a .30 caliber cleaning brush on a short handle.

Since I couldn't find a commercially manufactured 30-30 broken shell extractor I bought a Brownells .308 extractor and replaced the base with a base made from an actual 30-30 case. I've tested it and it works great.
