Is this an official ruling? I am in exactly the same boat, with a 39A. I picked up a 75 cheap, and had a piece of base that I adapted to the Marlin holes. I have only shot non- sanctioned matches so far, but would hate to go to a sanctioned match and be turned away, after 2 hours driving.
Also, being cheap, another question. Can, say a Lyman 48, made for another gun, be milled flat and mounted on the lever guns and be legal? There are a lot more bolt gun sights out there, than flat sided receiver sights.

You're ok with the 75. Just be sure to use a base that doesn't extend it behind the hammer.
As for milling a bolt action sight to fit a flat sided lever gun, I wouldn't go there...at least to the national match. There's too many 70's, 75's, 66's, 56's, and FP's that work great.
