I have a Marlin 39 with a scope base. If I attache a Williams air rifle/grooved receiver rear sight to that base is it legal ?

I have the same - It passed the inspection at Raton this summer.

Lyman 17A on the front.

For what its worth - I visited Lee Shaver recently and got one of his Soule Tang sights and #17 front sights for my 1894CL - same cost as the Lyman, but the sight inserts are "sharper"...can see them better and there is a level built into the sight.

Lee is in Lamar Missouri (home of Harry Truman)- might be worth a call and the drive over to get one of his front sights.
