Weaver AO vs. Leupold AO Design Differences

When turning the Adjustable Objective on a Weaver T series and most other brands of scopes with AO the whole objective bell turns.
When turning the Adjustable Objective on a Leupold VX or FX series the end of the objective bell does not turn.
Can anybody here explain why and how that works?
Why the design difference?

I only have one each Weaver and Leupold scopes having AO, so take this for what it may or may not be worth. The outboard ring on the Leupold is a lock ring, to be tightened after the AO is adjusted to prevent accidental movement or creep. The weaver lacks this locking feature, and will, after years of use, self adjust.

All of our aluminum Weaver T series have a AO locking ring on the "inside" of the AO toward the turret.
All of our Leupold Vari-X, VX and FX series have no locking ring at all.
Why is Leupold different from all the others?
Not just different from Weaver but all brands of scopes?
Leupolds are small in dimensions and light compared to most scopes.
Does the AO design have something to do with this?
Silhouette competitors need light weight scopes that do the job especially when the rifle is having a hard time making weight.

HI ALL ,
I have no idea exactly HOW the scope manufacturing is done ...
I only know from actually USING scopes ...
IN MY experience the LEUPOLDS I have tried , AND I have had A LOT ... far too many to count ...
The LEUPOLDS are SLOPPY and way OFF on their readings to even make sense !
ON the other hand ALL the mechanical features AND adjustments on WEAVER T scopes ...
WHETHER they be old EL PASO steel tubes OR the great MANY variations of JAPANESE made T24X OR T36X power scopes ,
THE WEAVERS are KING ! IF you adjust to 77 meters ... IT IS exact ...
TRY that with a LEUPOLD ???
SOME WEAVERS have locking rings ... SOME older ones are strictly FRICTION ... they work !
NOW the optical clarity on that LEUPOLD is usually a bit BETTER ... however THAT is another dimension ...
