Not trying to rock the boat here, just trying to understand the issue. Why are high power bolt action single shot rifles not allowed?

Also I have never seen anyone using a single shot (non-bolt action) for High power, has anyone ever used one with much luck?

I think single shot rifles are legal in Heavy and Hunter. Specifically Rule 3.1.1 under Hunter Rifle states if they are manufactured as Single Shot rifles, they are legal.
